(Reuters) ? Indian authorities seized computer equipment from a data center in Mumbai as part of an investigation into the Duqu malicious software that some security experts warned could be the next big cyber threat.
Two workers at a web-hosting company called Web Werks told Reuters that officials from India's Department of Information Technology last week took several hard drives and other components from a server that security firm Symantec Corp told them was communicating with computers infected with Duqu.
News of Duqu first surfaced last week when Symantec said it had found a mysterious computer virus that contained code similar to Stuxnet, a piece of malware believed to have wreaked havoc on Iran's nuclear program.
Government and private investigators around the world are racing to unlock the secret of Duqu, with early analysis suggesting that it was developed by sophisticated hackers to help lay the groundwork for attacks on critical infrastructure such as power plants, oil refineries and pipelines.
The equipment seized from Web Werks, a privately held company in Mumbai with about 200 employees, might hold valuable data to help investigators determine who built Duqu and how it can be used. But putting the pieces together is a long and difficult process, experts said.
"This one is challenging," said Marty Edwards, director of the U.S. Department of Homeland Security's Industrial Control Systems Cyber Emergency Response Team. "It's a very complex piece of software."
He declined to comment on the investigation by authorities in India, but said that his agency was working with counterparts in other countries to learn more about Duqu.
Two employees at Web Werks said officials from India's Department of Information Technology came to their office last week to take hard drives and other parts from a server.
They said they did not know how the malware got on to Web Werks' server. "We couldn't track down this customer," said one of the two employees, who did not want to be identified for fear of losing their jobs.
An official in India's Department of Information Technology who investigates cyber attacks also declined to discuss the matter. "I am not able to comment on any investigations," said Gulshan Rai, director of the Indian Computer Emergency Response Team, or CERT-In.
UNLOCKING THE SECRET
Stuxnet is malicious software designed to target widely used industrial control systems built by Germany's Siemens. It is believed to have crippled centrifuges that Iran uses to enrich uranium for what the United States and some European nations have charged is a covert nuclear weapons program.
Duqu appears to be more narrowly targeted than Stuxnet as researchers estimate the new trojan virus has infected at most dozens of machines so far. By comparison, Stuxnet spread much more quickly, popping up on thousands of computer systems.
Security firms including Dell Inc's SecureWorks, Intel Corp's McAfee, Kaspersky Lab and Symantec say they found Duqu victims in Europe, Iran, Sudan and the United States. They declined to provide their identities.
Duqu -- so named because it creates files with "DQ" in the prefix -- was designed to steal secrets from the computers it infects, researchers said, such as design documents from makers of highly sophisticated valves, motors, pipes and switches.
Experts suspect that information is being gathered for use in developing future cyber weapons that would target the control systems of critical infrastructure.
The hackers behind Duqu are unknown, but their sophistication suggests they are backed by a government, researchers say.
"A cyber saboteur should understand the engineering specifications of every component that could be targeted for destruction in an operation," said John Bumgarner, chief technology officer for the U.S. Cyber Consequences Unit.
That is exactly what the authors of Stuxnet did when they built that cyber weapon, said Bumgarner, who is writing a paper on the development of Stuxnet.
"They studied the technical details of gas centrifuges and figured out how they could be destroyed," he said.
Such cyber reconnaissance missions are examples of an increasingly common phenomenon known as "blended" attacks, where elite hackers infiltrate one target to facilitate access to another.
Hackers who infiltrated Nasdaq's computer systems last year installed malware that allowed them to spy on the directors of publicly held companies.
In March, hackers stole digital security keys from EMC Corp's RSA Security division that they later used to breach the networks of defense contractor Lockheed Martin Corp.
Researchers said they are still trying to figure out what the next phase of Duqu attacks might be.
"We are a little bit behind in the game," said Don Jackson, a director of the Dell SecureWorks Counter Threat Unit. "Knowing what these guys are doing, they are probably a step ahead."

Our cityscapes will soon be dominated by a new feature: EV charging points. At present they usually feature a steel- or aluminum-clad housing. Researchers at the Fraunhofer Institute for Mechanics of Materials IWM in Halle want to improve their green credentials. In collaboration with industrial partner Bosecker Verteilerbau Sachsen GmbH, they are developing an alternative solution based on eco-friendly materials. Their idea is to replace the steel cladding that protects cables, power outlets and electronic switchgear with honeycomb panels made of a wood-plastic composite (WPC). At present, the main application for this type of reconstituted wood product is weather-resistant decking for patios.
WPC is a natural fiber composite made up of 70 parts of cellulosic wood fiber derived from sustainable resources to 30 parts of thermoplastic polypropylene. Its advantages, apart from the high proportion of sustainable raw materials, are that it is 100% recyclable and contains no tropical timber. Wood-plastic composites can be repeatedly recycled into new products and have a neutral carbon footprint. As Sven Wstenhagen, one of the IWM researchers in Halle, explains: "Trees extract huge quantities of carbon dioxide from the atmosphere as they grow, and sequester carbon in their ligneous fibers. It is therefore probable that the use of WPC in this new application will result in lower CO2 emissions compared with the use of steel."
Another advantage of the composite material, according to Wstenhagen, is that its production is more energy-efficient than that of steel or other metal cladding materials. WPC is produced using an extrusion process that involves melting a mixture of wood fibers and thermoplastic resin under high pressure and at high temperature and feeding the resulting viscous product into a continuous mold. With modern processing technologies, the fibers can be added to the mixture in their natural state, without first being transformed into granulate, thus eliminating an energy-intensive intermediate stage and preserving the quality of the fibers. Because wood has a high thermal sensitivity, it has to be processed at temperatures below 200 degrees Celsius.
The housings are manufactured in the form of modular components that can be clipped together as required to create a wide variety of different designs, thus allowing them to blend in with the surrounding architecture. Their modular structure also enables the composite panels to be removed easily during repairs. Industrial design expert Wstenhagen is already thinking about other possible new applications for the WPC components: "They could be used, for instance, to construct street furniture such as park benches or bus shelters. That's one of our next objectives. Another of our ideas is to integrate functional elements such as cable holders and cable management systems in the components for EV charging stations. This is a viable proposition because WPC can be formed into almost any shape, unlike the metal sheeting used in currently available housings."
Nonetheless, the WPC cladding has to live up to some very demanding requirements. It must be shatterproof and sufficiently elastic to withstand impact without damage, and it must be capable of resisting wide variations in temperature, high levels of humidity and prolonged UV exposure. The researchers are therefore testing samples of the material in a climate chamber to assess its resistance to extreme temperature conditions and determine which additives or types of coating provide the best weather protection. The IWM experts have almost completed their first prototype of the new WPC housing and are about to start outdoor testing. Sven Wstenhagen and his team are confident that it won't be long before the first "all-green" EV charging stations appear on our streets.

ERCIS, Turkey (Reuters) ? Rescue workers pulled a man from the rubble alive on Thursday, more than four days after a huge quake killed at least 534 in Turkey, while homeless survivors fearing death from cold begged for aid and some accused the government of a slow response.
"Praise be to Allah!" cried the uncle of 18-year-old Imdat, whose name means "help" in Turkish, as hundreds of onlookers gave shouts of joy in the town of Ercis, the place worst hit by Sunday's 7.2 magnitude quake in eastern Turkey.
A military rescue team from Azerbaijan rescued Imdat after burrowing deep into the rubble for more than two days.
Freed at last after more than 100 hours buried alive, Imdat was lifted onto a stretcher by medical workers who carried him through cheering crowds crying "Allahu Akbar!" to a waiting ambulance, which whisked him away to hospital.
The dramatic scene was a brief moment of joy after an earthquake that has devastated towns and villages and left thousands sleeping in the open, as the government struggles to deliver tents, food and other aid to distraught families.
Some survivors -- who had stood in long queues only to be told there were no tents left -- accused officials in the mostly Kurdish region of handing aid to supporters of the ruling AK party. Others said profiteers were hoarding tents and reselling them.
"Everyone is getting sick and wet. We have been waiting in line for four days like this and still nothing. It gets to our turn and they say they have run out," said Fetih Zengin, 38, an estate agent whose house was badly damaged in Ercis, a town of 100,000.
"We slept under a piece of plastic erected on some wood boards we found. We have 10 children in our family, they are getting sick. Everyone needs a tent, snow is coming. It's a disaster."
Ergun Ozmen, 37, was carrying loaves of bread after queuing for food. "People are taking 10 tents and selling them. It's a disgrace. I slept in the municipal park all night in the rain. My shoes are filled with water. I only registered to get a tent this morning as I have been busy burying the dead," he said.
The death toll rose to 534, with 2,300 injured in the biggest quake in more than a decade in Turkey. The Disaster and Emergency Administration said 185 people had been rescued alive from collapsed buildings since the quake.
Searches for survivors went on at some sites but at others rescuers stopped work. The bodies of a mother and her baby were pulled out from one building during the night, witnesses said.
Answering Turkey's call for help in the form of tents, prefabricated housing and containers, foreign aid began pouring in with the first planeloads landing from France, Ukraine -- and Israel, despite poor relations between the two countries.
British Home Secretary Theresa May, who is visiting Turkey, said London would send 1,144 protective winter tents. Saudi television reported Saudi Arabia would give Turkey $50 million for quake relief.
The U.N. Office for the Coordination of Humanitarian Affairs(OCHA) was providing 400 winterized tents, each able to hold five people.
An OCHA spokeswoman said Erzurum, a city 260 km (160 miles) northwest of Ercis, would be a hub for international assistance sent by plane. Van had been asked to establish a center for assistance coming overland, she said.
"MORE DISCIPLINED"
After days of survivors lining up and sometimes arguing outside distribution centers, the government announced it would no longer hand out tents but would deliver them to those whose homes were deemed unsafe to make sure the neediest got them.
"We will no longer give a tent to whoever asks for one. We will identify the buildings that are unusable and we will deliver the tents ourselves," Environment and Urban Planning Minister Erdogan Bayraktar said, urging survivors to return to homes that were not structurally damaged.
"We will be distributing the tents in a more disciplined manner. We have 6,000 tents in hand and more are coming. Soon we will start the delivery of containers to villages."
But Mehmet Yildiz, a 50-year-old shop owner who has a two-storey house in the city of Van, said he and his family of 10 were too afraid to go back to his house.
"My house is full of cracks. Whatever the government thinks I am not going inside the house. We are having our kids sleep in the car and the rest of us roam all night long in the streets. They say they won't give me a tent because my house is not destroyed," he told Reuters under an umbrella in the rain.
Agriculture Minister Mehdi Eker said the government would distribute special tents to house cattle and sheep in mud-brick villages, which have suffered the worst damage and where 3,088 barns have been destroyed.
CLINGING TO HOPE
Exhausted relatives clung to the hope that loved ones would be found, keeping vigil at the site of their destroyed homes as the search for any sign of life went on.
Overnight, groups of shell-shocked people with no home to go to roamed aimlessly, huddling round fires as temperatures dropped to freezing. Others congregated in relief camps.
"After 15 days, half of the people here will die, freeze to death," said Orhan Ogunc, a 37-year-old man in Guvencli, a village of some 200 homes deep in the hills between Ercis and the city of Van. His family had a Red Crescent tent, but were sharing it with five other families.
Few are ready to leave their land.
"They say we will get prefabricated houses in one-and-a-half months," said Zeki Yatkin, 46, who lost his father in the quake. "We can't tolerate the cold, but what else can we do?"
Bayraktar said 5,250 homes had been destroyed or badly damaged and 20,000 other households were "affected" in Van, Ercis and outlying villages.
A 5.4 magnitude quake hit the region on Thursday morning but there were no immediate reports of further damage.
More than 40,000 people have been killed in a Kurdish separatist insurgency in the region that has lasted three decades. Last week militants killed 24 troops in neighboring Hakkari province.
Prime Minister Tayyip Erdogan's government wants to build bridges with minority Kurds, so any accusations of neglect or ineptitude are politically sensitive.
The governor of Van province, Munir Karaloglu, who is a central government appointee, has rejected criticism of the relief efforts. He said the number of tents distributed would reach 28,000 by Thursday, adding that was far more than needed.
Deputy mayor Cahit Bozbay, a member of the pro-Kurdish Peace and Democracy Party, gave a bleaker assessment and criticised the governor's office for not working with officials.
"We are short of tents. It's a major problem," Bozbay said. "We lack supplies, but honestly the aid delivery organization is also problematic."

BEIJING (Reuters) ? The prosecutor for the International Criminal Court (ICC) said on Sunday he has "substantial evidence" that Saif al-Islam Gaddafi, son of Libya's toppled leader, was involved in organizing attacks on civilians and hiring mercenaries.
Luis Moreno-Ocampo also said he met Saif al-Islam several years ago, and Saif al-Islam had backed the ICC's efforts to arrest Sudanese President Omar al-Bashir over alleged genocide and other crimes in Darfur.
"We have a witness who explained how Saif was involved with the planning of the attacks against civilians, including in particular the hiring of core mercenaries from different countries and the transport of them, and also the financial aspects he was covering," Moreno-Ocampo told Reuters in Beijing, where he was attending an academic conference.
Moreno-Ocampo then clarified that he meant he had multiple witnesses, and not just one.
"So we have substantial evidence to prove the case, but of course Saif is still (presumed) innocent, and (will) have to go to court and the judge will decide," he said.
Moreno-Ocampo said he was planning to fly to New York to brief the United Nations Security Council on Wednesday about the court's work in Libya.
The ICC said on Saturday that Saif al-Islam was in contact via intermediaries about possibly surrendering, but it also had information that mercenaries were trying to take him to a friendly African nation where he could evade arrest.
The court has warned Saif al-Islam, 39, apparently anxious to avoid capture by Libyan interim government forces in whose hands his father Muammar Gaddafi was killed last week, that it could order a mid-air interception if he tried to flee by plane from his Sahara desert hideout for a safe haven.
"We received through an informal intermediary some questions from Saif apparently about the legal system -- what happens to him if he appears before the judges, can he be sent to Libya, what happens if he's convicted, what happens if he's acquitted," said Moreno-Ocampo.
"We are not in any negotiations with Saif," he said. "It's up to Saif Gaddafi to decide if he is surrendering himself, staying in hiding, or trying to escape to another country."
The court will not force Saif al-Islam to return to Libya provided another country is willing to receive him after he is either cleared of any charges or serves his sentence, said Moreno-Ocampo.
He also recalled that he had met Saif al-Islam a couple of years ago, and he had seemed supportive of the court's work, including its efforts to arrest and try Bashir for his alleged role in atrocities in Sudan's divided Darfur region.
Before a popular uprising imperiled his father's grip on Libya, Saif al-Islam had cast himself as an enlightened supporter of reform at home and across the Arab world.
"I met Saif once in Berlin in a gala dinner for justice and he mentioned to me that he would support my efforts to do justice in Darfur, and in fact a couple of times he made public statements proposing to arrest President Bashir, and he was calling me to inform me that he did it," said Moreno-Ocampo.
The prosecutor said that Saif al-Islam's apparent metamorphosis did not shock him.
"Nothing surprises me," he said. "After all these years, nothing surprises me."

Lovie Smith told everyone to calm down after the team?s loss to the Lions on Monday Night Football in Week 5. ?He pointed out that if the team could beat the Vikings and Bucs, they would be 4-3 just like last year at the bye.
Give Smith credit: That?s exactly what happened. ?After a?tumultuous?training camp and start to the season, the Bears are in decent enough shape.
The Bears season has a different feel to it after two strong efforts. They completely destroyed Minnesota, and controlled the action against the Bucs in London.
The Bears have proven capable of beating mediocre competition. They can?t beat the best NFC teams: The Packers, Saints, and Lions all have wins over Chicago.
Forte leads the way
Adrian Peterson is the best running back in the NFL. ?Matt Forte may be the most important to his team. ?Forte leads all players by a wide margin in yards from scrimmage with 1,091. ?He is just off Chris Johnson?s all time yards from scrimmage record pace.
It?s hard to overstate how good Forte is as a receiver. He has a shot to be the first running back since Marshall Faulk to put up over 1,000 rushing yards and 1,000 receiving yards in the same season. It?s no coincidence Mike Martz was involved in both seasons.
Improving passing game
Jay Cutler may have enjoyed the best two game stretch of his Bears career in the loss to the Lions and the win over the Vikings. He is looking more comfortable. His pass protection has improved from absymal to simply lame.
The offense still has to be more consistent after some early ugly outings, but it?s headed in the right direction. It?s 12th in scoring despite the 21 sacks Cutler has taken. The team has a +4 turover margin.
Safety dance
Chris Harris started the season at strong safety; he was released Thursday. Brandon Meriweather was signed for $3.25 million and now sits on the bench. The team is going young with Major Wright and Chris Conte at the position. ?This is a shaky secondary overall.
Average defense
Lovie Smith teams are supposed to be built on defense. At this stage, the Bears have been ordinary stopping opponents. Lance Briggs and Brian Urlacher are still playing at a high level, but they don?t get a lot of help. The defensive line has been decent. Julius Peppers has played at less than 100%.
Chicago?s only chance to make a postseason push is for the defense to improve dramatically.
Angling for a wild card
The Bears are three games back in the NFC North, so their only hope for a playoff spot is a wild card. They are in decent shape with wins over NFC contenders like Atlanta and Tampa Bay.
The next two weeks after the bye are huge. ?The Bears travel to Philadelphia before hosting Detroit. Sweeping those two games would put Chicago in terrific position before an oddly timed four-game tour through the AFC West.
After seven weeks, the Bears are in the mix. Their recent play indicates we?ll probably be talking about Bears tiebreakers come late December.

The company is making its social development toolkits available to iOS developers as a beta release, allowing them to connect users on both platforms (iOS and Android) for in-game features including challenges, game invites, leaderboards and more.
In addition, developers who have built their social games using Papaya?s Social Game Engine can now export both iOS and Android versions of their game from a single code base, the company says.
To kick off the iOS support, several third-party game developers will bring their new games to the Papaya network in the coming weeks as iOS releases. The current list of expected games includes?X-City by Aidi Game, Contagion by 2Clams and Burger Joint by Arctic Empire. All developers will also have access to?PapayaMobile?s recently launched?Gateway to China program, which localizes, distributes and promotes Western games in the Chinese market.
Earlier this summer, Papaya announced it had reached 25 million users ? 940% growth since the beginning of last year. The growth was attributed to the ever-increasing size of the Android market. Now, the company says it has over 30 million users. And all this before it hits the iPhone.
PapayaMobile raised $18 million in a Series B round led by Chinese venture firm?Keytone Ventures?and?DCM?this April, bringing?Papaya?s total funding to?$22 million. Last week, the company announced, too, that it will be one of the first startups to receive an investment from DCM?s A-Fund.
The?$100 million Asian A-Fund is intended to support early-stage startups focused on Android. DCM partnered with gaming giant Tencent, Japan?s largest mobile gaming social network GREE and Japan?s second largest mobile operator KDDI, to fund the startups, each which will receive?anywhere from $250,000 to $5 million.

BRIAN WILLIAMS, anchor: We begin tonight with a strange and sad story out of Zanesville , Ohio . It started with a local man known as something of an eccentric and a criminal who'd served time in prison. He kept a wild animal preserve on his property, big exotic animals , the kind we see in zoos, until last night when he released the animals and took his own life . Police responding in the dark to protect the families in the area had no choice but to draw their weapons and bring down the animals . Those still on the loose today were tranquilized, taken away. The 48 dead animals include 18 endangered Bengal tigers , and there are only about 2500 in the world. Tonight in Zanesville it's mostly the scene of a terrible waste and a rekindled debate over private rights vs. animal welfare . We have two reports tonight, beginning at the scene with NBC 's John Yang . John , good evening.
JOHN YANG reporting: Good evening, Brian . It was a tense and terrifying night. Fifty exotic animals roaming the hillsides. Not only those 18 Bengal tigers , but 17 lions. The sheriff said that they were big, mature and aggressive. Sheriff's deputies pursued them with assault weapons. Their orders were simple: Shoot to kill. By the time the sun came up in Zanesville , most of the animals that had escaped from Terry Thompson 's farm were gone.
Sheriff MATT LUTZ (Muskingum County, Ohio Sheriff): One wolf, six black bears , two grizzly bears , nine male lions, eight lionesses, one baboon, three mountain lions and 18 tigers.
YANG: It had been a nerve-racking night as local news broadcasts warned residents.
CABOT REA reporting: Stay inside. There just might be a lion, a tiger or a grizzly roaming in your neighborhood.
YANG: Thompson , the owner of a 73-acre exotic animal farm, had apparently set most of his animals free and then took his own life . Fred Polk , one of Thompson 's neighbors, saw many of the animals on his property.
Mr. FRED POLK: I seen some mountain lions and African lions and, I think, three bears. One of the bears charged a deputy and the deputy shot it.
Sheriff LUTZ: We don't go to the academy and get trained on how to deal with 300-pound Bengal tigers .
YANG: Danielle White and her two children live right next door. For them it was a terrifying night.
Ms. DANIELLE WHITE: The gunfire was very close to the house. I almost felt at one point that it may have been right in the backyard.

YANG: Today, schools were closed as a precaution amid new questions about the animal's owner. Neighbors and other area residents called Thompson eccentric. Late last month he was released after more than a year in federal prison on gun charges. Six of his animals , including three leopards, have been safely taken to the Columbus Zoo , but scores of others had to be killed to protect a community.
Mr. JACK HANNA (Columbus Zoo Director Emeritus): Tragedy for the animal world is what it is. It could have been a bigger tragedy for the human world , and that's what we tried to avoid here.

STEPHANIE GOSK reporting: This is Stephanie Gosk . An animal control officer shot a monkey on the loose last week in St. Cloud , Florida . This mountain lion attacked and mauled a four-year-old in Texas earlier this month. Both cases of exotic pets on the loose.
Mr. JEFF CORWIN (NBC News Wildlife Expert): In the United States today there are thousands of people who keep exotic animals as pets. Globally, the market trade of creatures is a $20-billion-a-year industry.
GOSK: Buying an exotic animal can be as easy as a click of the mouse. One site has up to 600 for sale. But state laws vary widely on regulating who can own what depending on where they live. According to the Humane Society of the US, 12 states ban the private possession of exotic animals , 28 states have restrictions and 12 states have almost none. Ohio is one of those states.

GOSK: A new documentary highlights the sometimes murky business of exotic animal sales.
Mr. MICHAEL WEBBER ("The Elephant in the Living Room" Director): I went to exotic animal auctions and I had to go undercover, and I actually had to go with bodyguards, too, because they didn't allow cameras in there.
GOSK: Scott Shoemaker in Nevada is raising 30 animals , including six tigers and a 550-pound African lion . He says he spent more than $100,000 in caging and nine-feet wire fencing for his 10-acre property.
Mr. SCOTT SHOEMAKER: Some guy lets his out. It's obviously not a caging issue, not a safety issue. The guy obviously had a mental issue. And why would I get lumped in with him? We have taken precautions here in being responsible.
GOSK: Tonight the pressure is on Ohio Governor John Kasich to change the law. His office has been re-evaluating a proposed ban on exotic pets , Brian , that would have prevented today's incident.

MEXICO CITY ? The Mexican army have found an auto shop used to bulletproof vehicles for drug gangs.
Ten people were arrested and soldiers confiscated 10 cars or SUVs that were being bulletproofed, as well as six other vehicles in a warehouse in the northern state of Sinaloa, said the army in a late-Monday statement.
Authorities did not say which cartel managed the shop, but it was in the home state of Mexico's most-wanted drug lord Joaquin Guzman, who is known as "El Chapo."
In border states such as Tamaulipas, soldiers have raided similar bulletproofing auto shops and found freight trucks completely covered in steel.
The army's operation in Sinaloa took place Sunday.
In Acapulco, federal police caught a young woman and a young man as they were getting off a car near a shopping mall with an ice chest, and inside a decapitated head and other human remains, authorities said Tuesday. Police followed them because the car matched the description in a kidnapping report.
Inside their vehicle, police found another head inside another ice chest and poster boards. When drug gangs commit crimes, they often leave messages against rival groups.
Federal police said 19-year-old Damaris Gomez, or "Guera" a nickname for blonde, is the leader of a hitmen cell working for "the street sweeper" gang. The 21-year-old man riding with her is an alleged hitmen, police said.
The local gang is fighting against the Independent Cartel of Acapulco for control of the coastal city following the 2010 arrest of a suspected drug capo for the Beltran Leyva cartel, Edgar Valdez Villarreal, also known as "La Barbie."
In the northern border city of Ciudad Juarez, across from El Paso, Texas, police found the dismembered bodies of four men in bits scattered around the city.
Prosecutors spokesman Arturo Sandoval said police first found two heads and parts of two bodies at street corner in the southern part of the city, along with a handwritten message saying "To the New Juarez cartel, keep recruiting, we're waiting for you."
The New Juarez Cartel is a group that recently appeared, and which accuses authorities of favoring the Sinaloa cartel, which is fighting a bloody turf battle against local gangs for control of Ciudad Juarez.
The other victims' remains were found scattered elsewhere in the city later in the day.
Amid continuing reports about the operation of U.S. intelligence officers in Mexico, the U.S. Embassy in Mexico City issued a statement Tuesday saying that "in accordance with Mexican law, the U.S. government does not carry out law enforcement operations in Mexico. That is a job for Mexican authorities."
The U.S. statement noted that "we closely cooperate with Mexican authorities in that effort, in full respect for Mexico's sovereignty and Mexican law, for the mutual benefit of our two counties and our shared goals. The U.S. government does this by providing equipment and training, and by sharing information."

LONDON (Reuters) ? Investors stayed cautious ahead of a summit expected to deliver pledges to tackle the euro zone's debt crisis rather than firm commitments, keeping the euro above $1.39 as stocks markets traded little changed.
Core euro zone government bond prices were also flat.
Market expectations that EU leaders will come up with a comprehensive solution to the debt problem have dipped as political wrangling ahead of Wednesday's meeting has continued.
Investment bank Citi said it was a "numbers game, without the numbers."
While there appears to be broad consensus on the need for around 110 billion euros ($150 billion) to be injected into the European banking system to help it withstand a potential Greek debt default and wider financial contagion, there is little clarity on two other critical parts of the package.
Those are how to scale up the region's rescue fund and how much of a loss private bondholders will take on Greek debt.
"They can't quite pull the rabbit out of the hat yet, though they will probably get something better over time," said Lothar Mentel, chief investment officer at Octopus Investments.
He suggest that markets would react badly to any failure to come up with a plan, but there was no early sign of that.
World stocks as measured by MSCI were flat while the pan-European FTSEurofirst (.FTEU3) struggled to gain 0.1 percent.
The latter was buoyed somewhat by corporate earnings. Sweden's Handelsbanken (SHBa.ST) reported a better-than-expected rise in operating profit in the third quarter.
Bank of America-Merrill Lynch said there was scope for a tactical stock rally even if the EU summit disappoints because investors are holding a lot of cash and are bearishly positioned.
EURO STEADY
The euro inched higher versus the dollar, with analysts saying that the fact it remained within sight of a six-week high of $1.3959 hit the previous session showed many investors were still hoping for a positive summit outcome.
The dollar was generally weaker on expectations that the Federal Reserve may opt for more monetary easing following weak economic data.
It has lost nearly 5 percent against a basket of major currencies since a high at the beginning of October.
Core German debt was flat pending news from the EU summit.
"What Europe needs is a clear, quick-to-implement and easy-to-fund solution ... (T)here is a clear risk that we get a vague plan with no specific timetable and specific numbers," Lloyds TSB said in a note.

Sad news coming out of Vietnam today: the Javan rhinoceros subspecies (Rhinoceros sondaicus annamiticus), once endemic to Southeast Asia, has been confirmed as extinct, according to WWF International. There are now officially no rhinos left in Vietnam.
This is the second of the three Javan rhino subspecies to be hunted into extinction. The first, the Indian Javan rhinoceros (R. sondaicus inermis), disappeared more than a century ago. Now only the Indonesian Javan rhino (R. sondaicus sondaicus) remains alive, and it might not last much longer either. Just 50 or fewer of these animals are thought to exist in Ujung Kulon National Park on the island of Java.
All rhino species worldwide are heavily threatened by rampant poaching for their horns, which are sold for upward of $30,000 each for use in so-called traditional Asian medicine, even though they are of no actual medicinal value. There are two other Asian rhino species: the one-horned Indian rhinoceros (Rhinoceros unicornis), which numbers about 3,000 animals in the wild, and the critically endangered Sumatran rhinoceros (Dicerorhinus sumatrensis), which has two subspecies with a combined population of less than 300 individuals. A third Sumatran rhino subspecies may or may not still exist. In addition, there are two African rhino species: the white rhinoceros (Ceratotherium simum)?which includes the southern white rhino (the healthiest rhino subspecies, with more than 17,000 animals) and the northern white rhino, which is now down to its last seven individuals?and the black rhino (Diceros bicornis), with three critically endangered subspecies (two of which are below 1,000 individuals) and a fourth subspecies that was last seen in the year 2000 and is now believed to be extinct.
What is now known to have been the last Vietnam Javan rhino (the subspecies?s official name) was killed by poachers in April 2010. At the time, scientists estimated that there might have been up to eight of these elusive, rarely photographed rhinos left in Vietnam. Now it seems that already low estimate was too optimistic. Genetic analysis of 22 dung samples collected by a WWF survey team in 2009 and 2010 reveals that they were all from a single rhino?the same one shot by poachers last year.
?The last Javan rhino in Vietnam has gone,? Tran Thi Minh Hien, WWF-Vietnam country director, said in a prepared statement. ?It is painful that despite significant investment in the Vietnamese rhino population conservation efforts failed to save this unique animal. Vietnam has lost part of its natural heritage.?
The Vietnam Java rhino was actually thought extinct for more than 50 years, but it was rediscovered in 1988 when a single animal was killed by hunters. Since then, camera traps only captured a few images of the rhinos and the only time scientists actually laid eyes on one was the de-horned corpse found last year.
Despite the millions of dollars of international conservation funds poured into what was thought to be the last hold-out in Vietnam for R. sondaicus annamiticus?Cat Tien National Park?a WWF report released today (pdf) on the rhino?s extinction says insufficient measures were taken to protect those few surviving rhinos from poachers who sought their valuable horns. The report blames ?poor protection and law enforcement efforts and ineffective protected area management? and warns that ?Vietnam is on the verge of an extinction crisis with many other species threatened by hunting and habitat loss.? WWF is calling for improved law enforcement and management of key habitats ?to ensure that other species do not share the same fate as the Javan rhinoceros.? More specifically, said Nick Cox, manager of WWF?s Species Programme in the Greater Mekong, ?Vietnam?s protected areas need more rangers, better training and monitoring, and more accountability.?
WWF is also calling for increased efforts to protect the last Javan rhinos in Indonesia, before they, too, are also poached into extinction.
Updated: I asked Dr. Barney Long, WWF?s Asian species expert, for some additional information on the Javan rhino, which came in after this story was first published. Here are his answers:
I covered the news of the death of this rhino in May of last year. Why did it take so long to get the genetic test results?
This was a complicated process working with genetic material that is the property of Vietnam so we had to go through due process. First we had to get permission to export and import all the dung that we collected during the rhino surveys. We then had to repeat this for the dead rhino material. Each of these samples were then analyzed in Canada at Queen?s University. Genetic testing is not a quick process, especially on species such as the rare Javan rhino on which little genetic work has been conducted. These individual analyses then needed to be compared to check, double-check and triple-check so that we can be sure that all samples all came from the same individual. We had to be sure that we had the result 100 percent correct in this matter.
The press release mentions the ?significant investment? in conservation of this species. Are you able to release a figure to quantify this?
International conservation organizations have been supporting Cat Tien National Park for many years and development projects have been run by international development agencies around the park. Also the Vietnamese government has been investing in the park. Work on rhino conservation and Cat Tien National Park has been on-going since 1988 at various levels of investment by various organizations.
Since this Vietnamese subspecies was so hard to count over the years, how confident are you in the estimates of the population on Java?
The simple answer is that we currently are not that confident. Our best estimate is 27-44 individuals based on camera-trapping. There is currently a scientifically robust survey being designed and piloted, by WWF, the International Rhino Foundation and many partners including the government of Indonesia and the Ujung Kulon National Park authority. This will use genetic studies to identify how many rhinos there are in Ujung Kulon National Park, the only place left with Javan Rhinos. Once this is completed we will be confident of the numbers when they are calculated.
Are there any thoughts on how common this subspecies might have been historically?
Historical records show us that it was found across Java and Sumatra in Indonesia as well as Vietnam, Cambodia, Lao, Malaysia, Thailand, Myanmar, Bangladesh and NE India?clearly a very large area, although it was probably restricted to certain habitats within this area. So at some point in the past there must have been many thousand.
What action would you want people to take (if any) to help protect the remaining subspecies in Indonesia?
All partners are working together to save the Javan rhino in Indonesia. WWF has a campaign to support this,? as do IRF. Supporting these organizations would be the best way to help.

MISRATA, Libya (AP) ? Moammar Gadhafi was buried early Tuesday morning in an unmarked grave in a modest Islamic ceremony, closing the book on his nearly 42-year rule of Libya and the eight-month civil war to oust him.
A Gadhafi nephew read a prayer for the dead before Gadhafi's body ? along with those of his son Muatassim and former defense minister Abu Bakr Younis ? were handed over for burial, said Ibrahim Beitalmal, a spokesman for the military council in the port city of Misrata.
The bodies had been kept in cold storage in Misrata for four days before being taken under cover of darkness to the burial site, which Beitalmal said was "not far" from the city. As part of the ceremony, the bodies were washed in line with Islamic tradition. A Muslim cleric, a nephew of Gadhafi and sons of Abu Bakr then recited prayers before handing the bodies over for burial, which took place at 5 a.m.
Libya's new leaders have said they would not reveal the location of the grave, fearing it could be vandalized or turned into a shrine for the former dictator's die-hard supporters.
Gadhafi was captured alive on Thursday as he tried to flee his hometown of Sirte, where he had been hiding since revolutionary forces swept into the capital, Tripoli, two months earlier.
He died later that day in unclear circumstances, and Libyan leaders have promised an investigation in response to international pressure to look into Gadhafi's death. Video has emerged showing Gadhafi being beaten and abused by a mob after his capture, and researchers for the New York-based Human Rights Watch have said there are strong indications he was killed in custody.
Human rights activists have warned that the new Libya could get off on the wrong foot if vigilante justice is condoned. However, many Libyans appeared relieved that Gadhafi is dead, saying a long trial for the former dictator would have been disruptive and made it harder on the country to get a fresh start. Earlier this week, interim leader Mustafa Abdul-Jalil formally declared an end to the civil war, starting the clock on what is to be a two-year transition to democracy.
The bodies of Gadhafi, Muatassim and Younis had been kept in a refrigerated produce locker in a warehouse area of Misrata for the past four days. Hundreds lined up every day to view the corpses, some coming from hundreds of miles away. Visitors donned surgical masks, and at times guards arranged separate lines for men and women.
Misrata suffered immensely during the war. It was besieged for nearly two month this spring by Gadhafi forces, who shelled the city indiscriminately before being pushed out in fierce street fighting. Gadhafi was captured by fighters from Misrata, who brought him back to the city as a trophy.
International organizations asking to see the burial site would be given access, Beitalmal said.
Over the weekend, Libya's chief pathologist, Dr. Othman el-Zentani, performed autopsies on the three bodies and also took DNA samples to confirm their identities. El-Zentani has said Gadhafi died from a shot to the head, and said the full report would be released later this week, after he presents his findings to the attorney general.
Gadhafi and Muatassim had been wounded before capture, but an investigation is to determine whether they were subsequently executed. Government officials have suggested Gadhafi was killed in crossfire.
Tirana Hassan, a researcher for Human Rights Watch, said she spoke Monday to a 30-year-old Sirte resident who had traveled in the convoy that tried to smuggle Gadhafi out of Sirte.
Hassan quoted the woman as saying that Gadhafi did not sustain serious injuries during the NATO strike on the convoy.
The woman said the former Libyan leader and members of his entourage left their vehicle after the attack and took cover for about three hours in an abandoned building. Gadhafi then left the hideout with a small group on foot, and they were captured a short while later, Hassan quoted the woman as saying.
The woman, who had volunteered at a field clinic in Sirte treating wounded Gadhafi loyalists, was released by the revolutionary forces and has returned to Sirte, Hassan said.
The Libyan uprising that began in mid-February and quickly turned into civil war has decimated the Gadhafi family.
His wife, Safiya, fled to Algeria with their daughter and one son, while another son fled to Niger. At least other three sons ? Muatassim, Seif al-Arab and Khamis ? have been killed. Another son, former heir apparent Seif al-Islam, remains at large.
A high-ranking Tuareg official in Niger said Tuesday that Seif al-Islam, who is wanted by the International Criminal Court, is headed for Niger with the help of ethnic Tuaregs, a tribe that was among Gadhafi's strongest supporters.
Also Tuesday, Bani, a revolutionary spokesman, said an explosion rocked a fuel depot near Sirte a day earlier and that there were casualties. Bani said the blast is being treated as an accident, but that an investigation has been opened.
Hassan, the Human Rights Watch researcher, said that while in Sirte on Monday, said she saw 11 people with severe burns arrive at the city's Ibn Sina hospital. Nurses said the injuries were from the blast.

The early reports are saying that the data speed on the iPhone 4S on Sprint is causing some concern. The problem seems to be isolated to the iPhone 4S and does not seem to be effecting the iPhone 4 on Sprint?s network. These reports are coming from Sprint?s support forums, where iPhone 4S users are talking about the issue, and informing others of their experience with Sprint?s customer service. Sprint?s customer service reps are confirming the speed issue to clients, but they have not released an official word on the cause.
There are no exact numbers on just how slow the data speeds are for Sprint, but the supplied screenshot to the right paints a grim picture. Every user is experiencing slow speeds, but they are not all traveling at the same slow speed. ?There is a side by side data speed test on idownloadblog that also shows how much slower Sprint?s network is on the iPhone 4S compared to the other two U.S. carriers. ?In the video Sprint lags painfully behind the rest of the pack in almost all the tests.
It seems that if the issue is effecting just Sprint iPhone 4S users that it is a problem that should be fixable via a update instead of a defect in the phones themselves. If the problem was shared by AT&T and Verizon we might be looking at another antennagate scandal.
