Bahrain could still talk to Shi'ite opposition: official (Reuters)

MANAMA (Reuters) ? Bahrain's government is prepared to hold more talks with the Shi'ite opposition on political reforms to try to end protests that threaten to hold up the economy, a government official said on Thursday.

Sheikh Abdul-Aziz bin Mubarak al-Khalifa, a senior adviser at the Information Affairs Authority, also said Bahrain had begun receiving some of the $10 billion in economic aid promised by fellow Gulf Arab nations.

"Everything is open for discussion except regime change. That doesn't mean it has to be discussed today (but) the king said reforms are not going to stop," he said. "Other issues can be brought to the table -- when and how, I'm not sure."

Bahrain says it will expand parliament's powers of monitoring government ministers, recommendations that came from a national dialogue held after the U.S. ally crushed pro-democracy protests earlier this year.

But Shi'ite opposition groups, headed by the Wefaq party, want the elected chamber to have real legislative power as well as a new prime minister. The current incumbent, an uncle of the king, has occupied the post since 1971.

The conflict dragged in regional powers; Bahrain accused Iran of fomenting the protests and Saudi Arabia sent in troops to back the government. The United States, whose Fifth Fleet is stationed in Manama, says the government should talk to Wefaq.

Activists among the majority Shi'ite population are staging regular protests which the security forces try to suppress. They are usually inside Shi'ite villages but last week extended to a shopping mall and a traffic jam protest.

Sheikh Abdul-Aziz said the economy was being hit by the strife but praised Wefaq for calling for restraint.

"There is no doubt we have been affected and we have to get over that," he said, adding the Gulf Cooperation Council had begun disbursing funds promised to Bahrain and Oman earlier this year to help contain street protests.

Wefaq boycotted by-elections for parliament seats it vacated last February after security forces killed some protesters when they occupied a central roundabout in Manama.

A Western diplomat said Wefaq's absence from parliament would make it difficult to push for more reforms. He said some Shi'ites had been radicalized by the crackdown under martial law brought in for two months to crush the uprising and this put grassroots pressure on Wefaq to take a tough line.

Analysts say hardliners in government and in the Sunni community do not want to see more concessions.

Shi'ites also want jobs given back to many who were fired for taking part in the February-March unrest.

"If they are going to get themselves out of this, they are going to have to take some concrete steps on reform and change," the diplomat said of the government.

Survey: Health insurance costs surge in 2011

(AP) ? The cost of employer-sponsored health insurance surged this year, snapping a trend toward moderate growth, but experts say these increases may slow again in 2012.

Annual premiums for family coverage climbed 9 percent and surpassed $15,000 for the first time, according to a report released Tuesday by the Kaiser Family Foundation and the Health Research and Educational Trust. Premiums for single coverage rose 8 percent compared to 2010.

That growth compares to increases last year of 3 and 5 percent for family and single coverage, respectively.

The study does not delve into why rates jumped in 2011, but foundation CEO Drew Altman said a number of factors may have played a role. He noted that health care costs continue to rise. Insurer profits and the health care overhaul also have some impact.

Companies and workers split premiums for employer-sponsored coverage, the most common form of health insurance in the United States.

Businesses likely reacted to these cost increases by freezing retirement account contributions or giving a flat wage or smaller increase to their workers, said Helen Darling, CEO of the National Business Group on Health, a nonprofit organization that represents large employers on health care issues.

"(Workers) basically are giving their pay raise to the health system," said Darling, who was not involved with the Kaiser study. "It's really bad news."

The annual study was conducted earlier this year and includes results from more than 2,000 companies across the country. It also indicates that many more families than previously believed have benefited from a popular provision in President Barack Obama's health care overhaul allowing young adults to stay on a parent's health plan until they turn 26.

Kaiser asked employers how many people were added to their insurance plans because of this provision and estimated that 2.3 million young adults enrolled. Last week the government had reported that the number of uninsured young adults had dropped by nearly 1 million since the law took effect, a finding independently corroborated by Gallup.

The difference isn't necessarily a contradiction.

The Kaiser survey may have counted young adults who were covered by a more expensive policy and switched to their parent's plan to save money.

The overhaul aims to eventually cover millions of uninsured people. Altman said initial provisions from the law, which was passed last year, added about 1.5 percent to this year's premiums, which is about what many insurance analysts and benefits experts expected.

Many workers are about to receive notices from their employers regarding health insurance coverage for next year. Altman said he cannot say whether this year's increase represents a bad omen for 2012 or if it is just a one-year blip.

Insurers have been saying for months that health care use has grown more slowly this year, something industry observers pin on the sluggish economy. Altman and other benefits experts say that could lead to lower premium increases next year, since insurers base their rates in part on how often people use care.

Benefits consultant Mercer said earlier this month an employer survey it did shows that 2012 health insurance costs will rise by the smallest amount since 1997.

Body contouring rare after weight-loss surgery (Reuters)

(Reuters) ? Patients who have had weight loss surgery rarely have excess skin removed, although it can be such a bother for people who have shed a lot of weight that it has a negative impact on their quality of life, a poll said.

Plastic surgeons said patients either don't know about this extra surgery, called body contouring, or simply can't afford it -- yet doctors say it's more than just a cosmetic procedure.

"It is surgery that improves patients' quality of life," said Jason Spector at Weill Cornell Medical College in New York City, to Reuters Health.

The excess skin that is left after severe weight loss can get in the way of exercising, interfere with patients' ability to wear clothes properly, and cause rashes and serious infections.

Spector said weight loss surgery, also called bariatric surgery, is just the first step.

"In order to complete the journey, patients really do need to undergo the appropriate post-bariatric body contouring. Even though that has a slightly cosmetic ring to it, it's certainly something that we, as plastic surgeons, would consider reconstructive," he added.

To get a sense of how many patients were actually going on to have body contouring surgery, Spector and his team mailed a survey to 1,158 patients whose operations were done by two surgeons between 2003 and 2011. They received 284 responses.

Only a quarter of the patients said they discussed body contouring with their surgeon around the time of the operation, with about 12 percent actually undergoing the procedure, said Spector, who presented the findings at the annual meeting of the American Society of Plastic Surgeons.

The most frequent reasons for not having body contouring were expense and lack of awareness of the procedure. Nearly 30 percent of the patients said they might have chosen differently if they had received more information.

The excess skin can pose a very real danger, Spector said. He described a patient whose overhanging skin was caught underneath the electronically controlled seat of her car as she was adjusting it.

"A large piece of skin was ripped off and caused a big open wound and subsequent infection. UP to that point, her insurance company had told her, 'sorry, you can't have the surgery. You don't need it.'"

According to Healthcare Blue Book, a consumer guide to healthcare costs in the United States, body contouring comes with a price tag of about $13,000.

'Dancing With The Stars': Nancy Grace's Mishap, Ricki Lake's Success

Plus: Rob Kardashian steps it up in week two.

Talk-show hosts made the biggest headlines on Monday night's "Dancing With the Stars," with Ricki Lake earning the highest marks and Nancy Grace suffering a near-wardrobe malfunction.

Here's how it all played out:

Hope Solo and Maksim Chmerkovskiy
The soccer goalie kicked off the competition with the jive, giving the judges exactly what they wanted. It was a fitting opening from Solo, who set the tone for what was to come from other contestants. Hard-to-please head judge Len Goodman said, "It was quick! It was sharp. Unfortunately, you lost your timing a little bit here and there. There wasn't quite the synchronicity. However, having said that, first out, first class." 19/30

Kristin Cavallari and Mark Ballas
In their quickstep, Cavallari was aiming to do a Hollywood-glam interpretation of the dance. Dressed in a sexy, long white gown, à la Marilyn Monroe, the judges said the reality-TV star nailed it. Goodman made a few notes but said he thought it was a great improvement from her first week out. His fellow judges concurred. "I've been bedazzled by the blond bombshell! I love old, Hollywood glamor! This performance was twinkling with pleasure," Bruno Tonioli gushed. Carrie Ann Inaba said: "Last week nervous; this week stunning! You kept your hold, you kept your frame. I thought it was gorgeous!" 22/30

David Arquette and Kym Johnson
The judges appreciated the enthusiasm Arquette offered in his routine this week, saying he followed directions by not holding back. Other than that, they think his routine needs work, saying he lost a lot of technique. Still, he was complimented for gaining confidence. "Carson has some competition! That was Carson-esque! What I love about it is the incredible enthusiasm that came out of you," Inaba said, comparing Arquette to fellow contestant Carson Kressley. "You let it all hang out on the dance floor. I think this is the direction for you to stay in." 18/30

Elisabetta Canalis and Val Chmerkovskiy
The Italian actress and host, who is partnered with newcomer and Maksim's brother Val, impressed the judges with a big improvement from last week. That said, there's work to do. "I'm not going to say much. I'm just going to say this: It's not great, but it was better than last week," Goodman said. "The gears were grinding, the engines were hot. The pistols were pumping. Keep working," Tonioli said. 21/30

Rob Kardashian and Cheryl Burke
The two danced the jive, and Kardashian looked every bit the surfer dude, dressed in a Hawaiian shirt and his hair done up in a pompadour. The judges said it was a proper performance, and Burke declared that Kardashian is a better dancer than his sister Kim, who was a contestant on another season. "You have the dancing gene and it is coming out!" Burke yelled out. Said Tonioli: "You started to blossom. You're starting to find your own voice. You're having a good time. Your timing was excellent. But I'm telling you, great, great job." 21/30

Carson Kressley and Anna Trebunskaya
Judges said the worst dancers on the show were the most fun to watch, which is the blessing and the curse of this performance. They acknowledged that there was a lot of work put into the routine, but there is much more technical work to be done. "I saw improvement, yet I'm not sure what happened to that improvement in the dance. You were a little wobbly. It had good intent. So that was a little disconcerting. But great enthusiasm," Inaba said. 18/30

Ricki Lake and Derek Hough
Lake and Hough hit the stage dancing to Outkast's "Hey Ya," and Goodman said there were a couple of steps that disturbed them a bit. "I liked the fun. I liked the exuberance. There was a lot of under-the-arm passes. But it was an improvement on last week," Goodman said. His fellow judges didn't exactly agree. Tonioli liked her kicks, and Inaba called it the "best jive of the night so far!" 23/30

Chaz Bono and Lacey Schwimmer
After last week's much-anticipated performance, Bono wanted to up the ante with the quickstep, a difficult routine considering that Bono was nursing a bum knee. In the rehearsal segments, he complained that he had old, creaky knees and said his doctor gave him something to help with his joints. They ended up taking out some of the flashier bits of their routine because of his injuries. Goodman said it was too slow and needed more attack. Everyone else was in agreement. "I could actually see you in pain, but that's part of what goes with the territory on this show. Unfortunately, you're not going to get a great score tonight," Inaba warned. 17/30

Chynna Phillips and Tony Dovolani
The two danced the jive, and the judges thought it was good but lacked exuberance. "I really enjoy watching you dance. It's genuinely pretty. But I will say, I kind of felt like you played it a little safe. After what we saw last week, I said 'she's going to come out and kill this jive,' " Inaba said. 21/30

Nancy Grace and Tristan McManus
The TV host and prosecutor had a bit of a wardrobe malfunction at the end of her routine, but the TV cameras didn't catch it, instead focusing on the reaction of the audience. "On the European version, that would be perfectly fine," host Tom Bergeron joked. Goodman loved her routine, saying, "How refreshing! Let me tell you: Every quickstep has broken the moves of the dance. You did that. I know what people are saying. They're going to say, 'Where's the flash? Where was the razzamatazz?' I don't care. It was a proper quickstep," Goodman said, who gave her an 8. 21/30

The last couple to take the stage danced the jive and upped the ante from last week's impressive Viennese waltz. The war hero scored high praise from the judges, who said he was born to dance. WASHINGTON (Reuters) ? The Houston area has added the most construction jobs in the last year while Southern California is the biggest loser in a stagnant jobs market, an industry association said on Monday.

The analysis by the Associated General Contractors of America comes as Texas Governor Rick Perry touts the state's job growth in seeking the 2012 Republican presidential nomination.

The metropolitan area of Houston-Sugar Land-Baytown, Texas, was the top U.S. construction jobs gainer from August 2010 to August 2011, adding 10,400 posts or a 6 percent rise, the association said in a statement.

Lake County-Kenosha County, north of Chicago straddling the Illinois-Wisconsin border, was the biggest percentage winner, adding 2,900 jobs for a 22 percent rise, it said in an analysis of federal employment numbers.

The largest losses were in California's Los Angeles-Long Beach-Glendale area, with a drop of 7,000 jobs, or 7 percent. Redding, California, was the worst percentage performer, losing 600 jobs in a 19 percent drop.

Construction employment rose in 146 of 337 metro areas. It dropped in 145 areas and stayed level in 46.

"Construction employment continues to be stuck in a pattern where there are just as many hot spots as there are slow spots," said Ken Simonson, the association's chief economist.

Association spokesman Brian Turmail said U.S. construction jobs overall rose by 4,000 to 5.524 million in a "stagnant" market.

Private sector spending on construction has grown by 5.5 percent since July 2010 while public sector demand fell by 8.8 percent, the association said.

NYPD chief: Police could take down plane if needed (AP)

NEW YORK ? The chief of the New York Police Department says city police could take down a plane if necessary.

Commissioner Ray Kelly tells CBS' "60 Minutes" that after the Sept. 11 attacks, he decided the city couldn't rely on the federal government alone. He set about creating the NYPD's own counter-terrorism unit. He says the department is prepared for multiple scenarios and could even take down a plane.

Kelly didn't divulge details but said "obviously this would be in a very extreme situation."

Other measures include sending NYPD officers abroad, using radiation detectors and creating a network of surveillance cameras in Manhattan.

The interview airs Sunday evening. It comes two weeks after the tenth anniversary of 9/11, when hijackers flew planes into the World Trade Center and Pentagon.

Scientist: Sky confirms "shining moon" behind Frankenstein (Reuters)

SAN ANTONIO (Reuters) ? A Texas astronomer has used science to confirm one of the most famous tales in western literature, the "bright and shining moon" over Lake Geneva that inspired an 18-year-old Mary Shelley to write "Frankenstein; or the Modern Prometheus."

Shelley has long been doubted for her version of events that led to the writing of one of the most beloved Gothic tales in the English language: That she wrote it on a challenge one night in June 1816 during a "waking dream" as the moon shone through her window.

But Donald Olson, an astronomy professor at Texas State University in San Marcos, told Reuters on Monday that the night sky would argue that she was telling the truth.

"Some scholars are very skeptical, they even call her a liar," Olson said. "But we see no reason, either in the science or in the primary sources, to doubt Mary Shelley's account."

Olson has made a hobby out of using the sky to solve the mysteries of many of the world's most famous works of art and historical accounts.

His study of tides in the English Channel forced historians to change the accepted date of Julius Caesar's invasion of Britain in 55 BC, and he used astronomical tables to pinpoint where and when Vincent Van Gogh painted the famous painting alternately known as "Moonrise" and "Sunrise over Saint-Remy."

Shelley first wrote of how she came to write Frankenstein in the preface of the book's 1831 edition, and critics immediately began questioning her story as simply a ruse to sell more books.

The story goes like this: Shelley was staying with her future husband, Percy Shelley, at the Villa Diodati in Switzerland in June of 1816. Also present were Lord Byron and friends Claire Clairmont and John Polidori. Byron challenged all of them to try their hand at writing a ghost story.

WAKING DREAM

Shelley saw the "bright and shining moon" through her window that night and wrote the story while she was in what she called "a waking dream."

The closest account of Byron's challenge comes from Polidori's diary, in which he tells of the party gathering at the Villa Diodati for a philosophical discussion that ended "after the witching hour" of June 16, 1816. The next day he wrote that "the ghost-stores are begun by all but me."

But Olson said there was no record of the challenge itself from any sources other than Shelley's preface, and the assumption has always been made, though not proven, that the challenge and the writing took place early in the morning of June 16.

But he said that had never been confirmed until now.

"We verified when the moon would have shone on her window, which is when she first came up with the idea for the story we know as Frankenstein," Olson said.

The Villa Diodati still stands above Lake Geneva and the room where Shelley stayed is well known. Olson and his researchers made "extensive topographic measurements of the terrain" and investigated "weather records for June of 1816," described by Lord Byron and Polidori as unusually wet and rainy.

On that night, however, "we determined that a bright, gibbous moon would have cleared the hillside to shine right into Shelley's bedroom window just before 2 a.m. on June 16," Olson said.

He said that had there been no moonlight visible that morning, it would have indicated fabrication on her part.

"This indicates her famous "waking dream" that gave birth to Frankenstein's famous monster occurred between 2 a.m. and 3 a.m. on June 16," he said.

"Mary Shelley wrote about moonlight shining through her window, and now we have recreated that night," Olson said. "We see no reason to doubt her account, based on the astronomical data."

Olson's study appears in the October edition of "Sky and Telescope" magazine.

Perry on the attack at Republican debate (Reuters)

ORLANDO, Florida (Reuters) ? Republican Rick Perry took heavy fire from his rivals over a Texas policy that aids illegal immigrants at a presidential debate on Thursday where he struggled to protect his front-running position.

Texas Governor Perry attempted to change the narrative from two previous debates, where he came under fierce attack from former Massachusetts governor Mitt Romney and other candidates.

But his competitors accused Perry of coddling illegal immigrants with a Texas policy to allow their children to gain education tuition assistance.

"I would not allow taxpayer-funded benefits to illegal aliens or for their children," said Minnesota Congresswoman Michele Bachmann. "That's a magnet. End the magnets for illegal aliens to come into the United States of America."

Other candidates took shots at Tea Party movement favorite Perry over illegal immigration, one of the few issues where he belies his reputation as a staunch conservative.

Perry is ahead in polls of Republicans but his lead is fragile over Romney, who is the choice of many mainstream Republicans. A USA Today/Gallup poll on Wednesday found Perry leading Romney 31 percent to 24 percent among likely Republican voters.

No knockout blows were struck at the debate, and Perry again appeared to flag as the two-hour gathering wore on. A focus group of voters assembled by a debate host, Fox News Channel, declared Romney the winner.

Perry revived old charges that Romney has flip-flopped on key issues from healthcare to education.

"I think Americans just don't know sometimes which Mitt Romney they're dealing with." Perry said. "We'll wait until tomorrow and see which Mitt Romney we're really talking to tonight."

Illegal immigration is a politically charged issue for Republicans, with conservatives wanting stern measures to deal with America's estimated 11 million illegals. Senator John McCain's support for a reform plan in 2007 nearly ended his 2008 presidential bid.

DEFENDS TEXAS PROGRAM

Perry said that as governor of a state with a long border with Mexico, no one had worked harder than he has on border security. He fiercely defended the program as correct for his state, saying to do nothing would leave the immigrant children as a burden.

To those who oppose it, he said, "I don't think you have a heart. We need to be educating these children because they will be a drag on our society."

Republicans increasingly see a good chance to oust Obama from the White House with the U.S. economy struggling to rebound from 9.1 percent unemployment and chronic debt and deficits.

On a day the stock market plunged on fears of renewed recession, the U.S. economy was the top topic and all the candidates promised conservative prescriptions of low taxation and limited regulation to fix it.

The Republicans declared Obama's economic leadership a failure, a point that lesser-known candidate Gary Johnson underscored with a jab that drew guffaws from the audience.

"My next-door neighbor's two dogs have created more shovel-ready jobs than this administration," the former New Mexico governor said during his first debate appearance.

Perry again was forced to defend a Texas policy he ordered to vaccinate adolescent girls against sexually transmitted diseases, but this time he had an answer that attempted to tug at voter heartstrings.

"I got lobbied on this issue. I got lobbied by a 31-year-old young lady who had stage 4 cervical cancer ... And the fact is I erred on the side of life and I will always err on the side of life as a governor and as the president of the United States," he said.

Perry got in plenty of shots at Romney, accusing the former Massachusetts governor of backing an Obama administration education reform known as Race to the Top, and favoring the White House's healthcare reforms.

But Romney managed deft counterpunches and took a high-minded position by declaring Republican candidates may bicker over issues but are united in their goal. He would not repeat a comment he had made in an earlier interview that Perry was not electable.

"Governor Perry and I disagree on some issues," he said. "But one thing's for sure, we all agree that President Obama needs to be former President Obama and we're going to make that happen."

The idea that a medical bankruptcy exists as a legal remedy may have developed because the court handles medical debt in a different way than they might other types of debt. Not all debt will receive the same treatment in court. A bankruptcy court will generally divide an individual's debt into two classes: Secured Debt or Unsecured Debt. Secured debt is the type of debt that is usually tied to assets like an auto loan or home mortgage. Unsecured Debt is usually not tied to assets, yet can often be eliminated or greatly reduced through a bankruptcy. It's important to realize that medical debt is usually classified as an unsecured debt.

While the term "medical bankruptcy" is not a legal term, it is a useful way for an individual to describe how their finances fell into chaos. An experienced bankruptcy attorney will immediately understand what a client needs when they inquire about a medical bankruptcy. A bankruptcy attorney can then inform them how a bankruptcy could be a solution to their financial hardship caused by medical debt, and even help the individual decide whether a Chapter 7 or Chapter 13 is most appropriate for their situation. Once an individual has decided the best course of action, the attorney will then lead them smoothly through the legal process of filing, and obtaining a bankruptcy.

Four of Rabbani's bodyguards also died and a key presidential adviser was wounded in the attack at Rabbani's Kabul home Tuesday.

The attack dealt a harsh blow to efforts to bring peace in Afghanistan after a decade of war. Rabbani's death also came days after a daytime assault by insurgents on the U.S. Embassy and NATO headquarters in the capital, deepening a sense of insecurity in the country.

President Hamid Karzai cut short a visit to the U.S. and issued a statement condemning the killing. Rabbani's death was a "martyrdom" Karzai said, as he called on Afghans to remain unified in the face of the tragic death.

'His turban exploded'
Fazel Karim Aimaq, a former lawmaker from Kunduz province and a friend of Rabbani's, told reporters outside the former president's home that Rabbani had come back from a trip to Iran in order to meet with a man who had been described as a high-ranking Taliban contact. The visitor was shown into the house but not fully searched, Aimaq said. When Rabbani appeared, the man shook the former president's hand and bowed as a sign of respect, Aimaq said.

NATO said in a statement that two suicide bombers had detonated explosives, both of them men who had feigned a desire to reconcile with the government.

Rabbani's death will dent efforts to keep in check the regional and ethnic rivalries that partly feed the insurgency. As one of the wise old men of Afghan politics and the leader of the anti-Taliban Northern Alliance, Rabbani's role in the attempts to seek a political deal with the Taliban ? with U.S. blessing ? will be hard to replace soon. His death could unleash a well of resentment among some senior Northern Alliance members, who accuse Karzai of colluding with the Taliban.

Already Afghanistan's ethnic minorities have begun to rearm in the face of negotiations with the Taliban. Rabbani's death is likely to accelerate that process and lay the foundation for a possible civil war once U.S. combat troops leave the country or take on support roles by the end of 2014.

President Barack Obama said the killing will not deter the U.S. and Afghanistan from helping that country's people live freely. He said the former president's death is tragic because he was a man who cared deeply about Afghanistan. Obama commented at the start of a meeting in New York with Karzai.

'We have to continue'
Shukria Barakzai, a lawmaker from Kabul, was visibly shaken as she stood outside Rabbani's house in the Wazir Akbar Khan area of the city, near the U.S. Embassy and NATO headquarters.

"We don't want the whole peace process to get stuck," she said. "We have to continue, we have to."

Rabbani, who was about 70 years old, headed the country's High Peace Council, set up by the Afghan government to work toward a political solution to the decade-long war. It had made little headway since it was formed a year ago, but it was backed by many in the international community as an important first step toward a settlement.

British Prime Minister David Cameron said Rabbani had played a key role in the peace process.

"He was a respected former president of Afghanistan and played a vital role as the chairman of the Afghan High Peace Council," Cameron said. "He will be sorely missed but the work of the Peace Council will go on. We remain determined to see Afghanistan prosper."

Rabbani was president from 1992-1996, heading the Afghan government that preceded the Taliban rule. After he was driven from Kabul in 1996, he became the nominal head of the Northern Alliance, mostly minority Tajiks and Uzbeks, who swept to power in Kabul as a U.S.-led invasion toppled the Taliban regime in late 2001. Rabbani, an ethnic Tajik, headed the Jamiat-e-Islami political party.

"We lost our leader. We lost our leader," Habibullah, a close friend of Rabbani's, said as he stood crying outside a hospital.

Karzai's adviser Mohammad Masoom Stanekzai was wounded in the attack. A relative who answered Stanekzai's phone said that the wounds did not appear to be life-threatening, but that Stanekzai was in the hospital. The relative declined to give his name because of the sensitivity of the situation.

Stanekzai is a top official with the High Peace Council and the head of a reintegration program for mid- and lower-level Taliban back into Afghan society. The program has so far managed to reintegrate only about 2,000 of the estimated 25,000-40,000 insurgents in Afghanistan.

Reintegration was the other half of reconciliation, which aims to broker a peace deal with the senior Taliban leadership.

Last week, Rabbani led a conference of provincial governors and officials who met in the southern city of Kandahar to develop policies for reintegrating insurgents who want to give up the fight. At the conference, he urged those in the provinces to counter insurgent propaganda claiming that international forces were invaders in Afghanistan.

Pakistan's Prime Minister Yusuf Reza Gilani and President Asif Ali Zardari condemned the assassination. They conveyed their "extreme anger and shock" to the Afghan government over the killing, according to a statement released by the Pakistan government.

Taliban factions based in northwest Pakistan and allegedly supported by elements of the Pakistani security forces have been blamed by Afghan and U.S. authorities for high-profile attacks in Afghanistan, especially in Kabul, over the past three years.

Barakzai said that residents of Kabul were tired of the constant attacks in the city, including a 20-hour assault against the U.S. Embassy and NATO headquarters in Kabul that finally ended Sept. 14. That attack killed 16 Afghans ? five police officers and 11 civilians, more than half of them children. No one at the embassy or NATO was killed.

"Every single week we have such an attack," she said.

'A big loss for all Afghan people'
U.S. and Afghan officials have blamed the Pakistan-based Haqqani network for carrying out that attack and others in the capital and openly stated that the insurgent group has ties to the Pakistani government ? a rare public shot at the role Afghanistan's neighbor to the east plays in bolstering the insurgency.

Abdullah Abdullah, a Tajik leader who lost to Karzai in the 2009 presidential election, said Rabbani's death was significant.

"He was a jihadi leader. From the beginning to the end of his life he did his best to bring peace and stability to this country, and it is a big loss for all Afghan people," Abdullah said.

Abdullah, who has been critical of Karzai's attempts to reconcile with the Taliban, said "we should recognize and know our enemy from lower ranks up to the top officials of the country because by any means, by any way, they are trying to kill us and eliminate all high-ranking officials and jihadi leaders."

The Taliban have been targeting senior officials in the government and close associates of Karzai.

On July 27, an insurgent with a bomb under his turban killed the mayor of Kandahar, Ghulam Haider Hamidi. Five days earlier, a close associate gunned down Karzai's powerful half brother, Ahmed Wali Karzai, at his home in Kandahar. During Karzai's funeral a turban bomber killed a prominent cleric.

That same month, Karzai's inner circle suffered another hit when gunmen in Kabul killed Jan Mohammad Khan, a presidential adviser on tribal issues and a former governor of Uruzgan province, which is also in the south.

The killings prompted Karzai to urge Afghan religious leaders to condemn the use of turban bombs.
