Oil rises to near $92 ahead of Europe debt plan
SINGAPORE (AP) ? Oil prices rose above $92 a barrel Tuesday in Asia as investors await details of Europe's plan to contain its debt crisis.
Benchmark crude for December delivery was up $1.56 cents at $92.83 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose $3.87, or 4.4 percent, to settle at $91.27 in New York on Monday.
Brent crude was up 35 cents at $111.80 a barrel on the ICE Futures Exchange in London.
Oil has jumped 21 percent in three weeks amid growing investor optimism that European leaders will devise a plan to limit the damage from a possible default of Greek sovereign debt. Details of the plan are expected to be announced Wednesday.
"Although the euro zone debt issue remains quite murky, the market appears to be pricing in a viable resolution to this crisis," energy consultant Ritterbusch and Associates said in a report. "Wednesday's EU summit could still bring some bearish news if a comprehensive debt plan is not forthcoming."
Crude has also rebounded this month because of signs global economic growth may not slow as much as some investors had previously expected. China, which has led global commodity demand growth in recent years, said Monday manufacturing likely improved in October from September.
Last week, China said its economy grew 9.1 percent in the third quarter.
"We continue to grow more positive on the outlook for China's commodity import demand over the remainder of the year," Barclays Capital said in a report. "Improving evidence from the macroeconomic front for October are in line with our soft landing assumptions."
In other Nymex trading, heating oil was steady at $3.06 per gallon and gasoline futures slid 0.9 cent at $2.66 per gallon. Natural gas fell 2.0 cents at $3.58 per 1,000 cubic feet.

I recently came across the fantastic parody videos done by Jank Media, which represent a great combination of science sass and silliness. ?I love how our primadonna character walks the subtle line between making fun of herself and being serious about delivering her scientific lyrics. ?Their first video ?Astrobiology? is a parody of Ke$ha?s ?We R Who We R?, you?ve simply got to appreciate the way they?ve stayed true to the elements of the original video while making a successful stab at creating a science version. ?Now, you?re all going to cringe when she gets to the part about ?bacteria thriving on arsenic?, so let me point out that they?ve received some slack for this already from Eliza Strickland over at Discover Magazine?s Discoblog. Here is their response:
?We?d like to defend our honor just a little bit in regards to the arsenic debate. Certainly, we know it is a very contentious subject, but we felt we couldn?t really do the whole controversy justice in the context of this parody, so we went with the brief mention.?
I?d have loved to have seen them tweak this lyric ? but at least it?s been mentioned?and indeed they have a point, a parody video is perhaps not the best place to conduct the the arsenic debate. Now on with this otherwise highly entertaining presentation!

Their next video is a parody of Ke$sha?s ?Take it Off?, and is called ?Space Rocks Rock?. ?Another video with an astrobiological theme, with some great lyrics and a fabulous main character. Jank?s videos are full of style and sass, with some seriously scientific substance as well.

Mortgage insurer subsidiary seized by regulators
PHOENIX (AP) ? Insurance regulators in Arizona have seized the main subsidiary of private mortgage insurer PMI Group Inc., which will begin paying claims at just 50 percent.
The seizure follows heavy losses at PMI since the housing market bubble burst. Two months ago, state regulators ordered the Arizona-based subsidiary, PMI Mortgage Insurance Co., to stop selling new policies after it came under scrutiny because it didn't have enough money on hand to meet the requirements of regulations in that state.
A statement on PMI's website says a court order, signed by an Arizona Superior Court judge on Thursday, gives Arizona's Department of Insurance full possession and control of the subsidiary. Beginning Monday, PMI says claims will be paid at just 50 percent, in lieu of a moratorium on claim payments. Meanwhile, PMI said it will "continue to support our customers' ongoing policy servicing needs, and loss mitigation programs."
Private mortgage insurance protects lenders from losses if a homeowner defaults and the lender doesn't recoup costs through foreclosure. The insurance costs the borrower a monthly fee, typically a set percentage of the total mortgage loan. Like other mortgage insurers, PMI has been able to sell profitable policies in recent years, but the gains from those sales hasn't outpaced losses from policies sold before the housing market collapsed. As flagging home prices have strapped borrowers, the company has had to pay more claims.
The company's shares have traded below $1 apiece since late July, closing on Friday at 31 cents apiece. PMI shares topped $50 in 2007. Since then, the Walnut Creek, Calif. company has posted more than $3.5 billion in losses due to claims paid out on foreclosed homes. That includes a loss of nearly $135 million for the second quarter. PMI hasn't yet reported third-quarter results.
PMI's CEO, L. Stephen Smith, told analysts in early August that that company has seen a sharp rise in the number of previously denied claims that banks appealed and were able to get reinstated by producing better documents to back up them up.
Smith said then that his company was working with a financial adviser to search for ways to raise capital.
