For answers to those and other questions that could spark lively dinnertime conversation Thursday, check out two high-definition Bytesize Science videos that the American Chemical Society (ACS), the world's largest scientific society, is offering as an addition to the holiday menu. The first video debunks the long-held holiday myth that a compound in turkey known as tryptophan makes people especially drowsy after a Thanksgiving meal. Brazil fines Chevron in $28 million for oil spill (AP)

SAO PAULO ? Brazil's environmental agency said Monday it will fine Chevron nearly $28 million for a continuing oil spill off the Rio de Janeiro coast, and the company could face several more similar fines in the coming days.

The agency said through its press office that it will fine the oil company the maximum 50 million reals allowed under current Brazilian law.

Environment Minister Izabella Teixeira said at a press conference in Brasilia, however, that as an investigation into the leak continues, Chevron could face "five or six" other fines of the same amount if more infractions are found.

Rio de Janeiro state's environment secretary, Carlos Minc, said the national government will also ask Chevron to pay for damages caused by the Atlantic spill.

"We believe the accident could've been avoided. There was an environmental crime," Minc told Globo TV and other Brazilian media. "They hid information and their emergency team took almost 10 days to start acting."

Teixeira and other officials said Chevron hid information about the extent of the spill from the Brazilian government, took far too long to begin clean-up operations and didn't have the proper equipment to contain the leak.

Chevron Corp. officials have accepted responsibility for the spill but reject accusations they did not notify local authorities quickly enough or properly manage the cleanup.

Minc said he considers the environmental agency's fine lenient, but opened the possibility that other fines could eventually be added under Rio de Janeiro state law. In addition, Brazil's National Petroleum Agency could even consider banning the company from operating in Brazil for a limited time.

"There was negligence," Minc said. "Rio will not allow any kind of environmental impunity."

He said Chevron, based in San Ramon, California, will be expected to pay about $5.6 million in reparation for the damage to the environment.

"We are still calculating the costs," Minc said. "Part of that money we want to use to increase the monitoring of our ocean."

Brazilian President Dilma Rousseff was expected to meet with the national environmental minister and its mines and energy minister to discuss the oil spill and determine the government's actions.

The National Petroleum Agency said more than 110,000 gallons (416,300 liters) of crude oil may have reached the ocean floor since the leak began Nov 7.

George Buck, chief operating officer for Chevron's Brazilian division, said Sunday the spill occurred because Chevron underestimated the pressure in an underwater reservoir.

Chevron was drilling an appraisal well about 230 miles (370 kilometers) off the northeastern coast of Rio de Janeiro when the leak started as crude rushed upward and eventually escape into the surrounding seabed.

The oil has leaked through at least seven narrow fissures, all within 160 feet (50 meters) of the well head on the ocean floor.

Eighteen boats work on a rotating basis on the slick, with a varying number of vessels working simultaneously, Buck said.

The leak is a test for Brazil as huge offshore oil finds have been announced recently, with estimates they could hold at least 50 billion barrels of oil.

Brazil has had bigger oil spills. In 2000, crude spewed from a broken pipeline at the Reduc refinery in Rio de Janeiro's scenic Guanabara Bay, dumping at least 344,400 gallons (1.3 million liters) into the water. Just a few months later, more than 1 million gallons (3.8 million liters) of crude burst from a pipeline operated by state-controlled oil company Petrobras into a river in southern Brazil.

Brazil's worst oil disaster was in 1975, when an oil tanker from Iraq dumped more than 8 million gallons of crude into the bay and caused Rio's famous beaches to be closed for nearly three weeks.

Security fears keep Nigeria president from home state vote

YENAGOA, Nigeria - Security fears kept Nigeria's president from attending his party's gubernatorial primary on Saturday in his home state that has been tainted by an escalating row over the incumbent governor's exclusion from running.

Security was unusually tight for a local vote in the oil-producing state of Bayelsa, where political violence involving armed gangs has in the past had an impact on energy infrastructure in a key region for Africa's largest crude oil export business.

Goodluck Jonathan was expected to be back in his home region as the special guest but the heightened security risks kept him hundreds of miles north in the capital Abuja, his office said.

Helicopters swooped overhead and hundreds of armed soldiers guarded the streets of the state capital Yenagoa as delegates voted overwhelmingly for Henry Dickson as the PDP candidate in the Bayelsa governorship election in February next year.

Dickson won 365 of 384 votes cast.

He is a member of the national assembly and will now be favorite to become the next governor of Bayelsa, something most Nigerians would not have believed a week ago.

The PDP on November 13 listed sitting governor Timipre Sylva as one of four people who failed to get through a screening process to stand in Saturday's vote, the first time an incumbent PDP governor has been excluded from running for re-election in the party's primary.

Sylva and his supporters cried foul and won a court injunction last week delaying the vote until the PDP explained to the high court in Abuja why the sitting governor had been disqualified, but the party went ahead anyway.

Two candidates walked out of the primary saying the vote was not valid because of the court injunction and the absence of the Independent National Electoral Commission (INEC). INEC said it did not attend because of the court order.

Western diplomats and PDP sources said Sylva had made enemies at the very top of the party. Jonathan and Sylva are from the same area but the president has not spoken about his exclusion.

State governors are among the most powerful politicians in Nigeria, wielding influence over national policy and in some cases controlling budgets larger than small African nations.

The PDP is dominant in southern states and the incumbent governor is usually the firm favorite to win re-election.

Nigeria held nationwide presidential, local and gubernatorial elections in April that international observers said were the fairest since the end of military rule in 1999.

They were also some of the bloodiest as post-election violence left hundreds dead.

Five state governorship votes were delayed until 2012 because the incumbents had another year left on their tenure.

Bayelsa, one of three states in Nigeria's oil-producing Niger Delta, is a volatile region, where oil theft, pipeline sabotage and kidnappings are common.

Pirates hijacked three ships in the waters around Bayelsa and took five people hostage on Friday, elevating fears that the political wrangling could lead to unrest.

Jonathan was Bayelsa state governor before becoming vice president in 2007.

Official: Gadhafi's son will be tried in Libya

ZINTAN, Libya?? Moammar Gadhafi's son and one-time heir apparent will be tried at home and will not be handed over to the International Criminal Court in The Hague, the Libyan information minister said Sunday.

Mahmoud Shammam said Libya's National Transitional Council will discuss its decision with the ICC's chief prosecutor when he visits Libya on Monday. Seif al-Islam Gadhafi is wanted by the ICC on charges of crimes against humanity.

But Shammam told The Associated Press on Sunday that it would only be fair for Libyans to try Seif al-Islam at home where he "committed crimes against Libyan people."

Earlier, the revolutionary fighters who captured Seif al-Islam said they wanted to hold him in until a court system is established in Libya. They demanded that he be tried inside the country.

Seif al-Islam was seized in Libya's southern desert on Saturday by fighters from the western mountain town of Zintan, the base of former rebels who played a key role in seizing the capital Tripoli in August and toppling Gadhafi's regime. He was put into a plane and flown back to Zintan, 85 miles southwest of Tripoli, where he remains in a secret location.

The head of Zintan's military council, Col. Mohammed al-Khabash, said his fighters have no intention of turning Seif al-Islam over to the National Transitional Council in Tripoli, the interim government that took power after Gadhafi's ouster.

"Seif al-Islam is like any other local prisoner and we will keep him in Zintan until a court system is established and he must be tried in Libya," al-Khabash told the Associated Press.

Gadhafi's son, once being groomed to take over from his father who ruled Libya for 42 years, is wanted by the ICC for his role in violently suppressing the uprising against the regime that began in February.

NTC Justice Minister Mohammed al-Alagi claimed Saturday after Seif al-Islam was captured that he would be transported to Tripoli soon ? an indication that he was expected to be handed over to NTC custody.

ICC prosecutor Luis Moreno Ocampo told the AP Saturday that he will travel to Libya next week for talks with the NTC on where the trial will take place. Ocampo said that while national governments have the first right to try their own citizens for war crimes, his primary goal was to ensure Seif al-Islam has a fair trial.

The statement by the Zintan fighters raises new questions about how firm the NTC's authority is over the entire country and whether powerful regional factions with bands of armed fighters are able to act autonomously, even on issues of the highest national interest.

Gadhafi himself and another one of his sons, Muatassim, were captured alive last month by another strong regional group, the Misrata fighters, who also took part in the march on Tripoli that toppled the regime. By the end of the day they were seized on, they both ended up dead while still in the hands of Misrata fighters in circumstances that have yet to be explained. The Misrata fighters held onto their corpses and displayed them as trophies for days in a commercial refrigerator in their city, where people lined up to view the decomposing bodies.

Human Rights Watch has called for Seif al-Islam to be promptly turned over to the International Criminal Court in a statement, citing the apparent killings in custody of his father and brother, Muatassim, on Oct. 20 as "particular cause for concern."

Seif al-Islam's capture leaves only former intelligence chief Abdullah al-Senoussi wanted by the ICC, which indicted the two men along with Gadhafi in June for unleashing a campaign of murder and torture to suppress the uprising against the Gadhafi regime that broke out in mid-February. Protests inspired by the so-called Arab Spring sweeping the region soon escalated into a civil war, with NATO launching airstrikes under a U.N.-mandate to protect civilians.

Photos and video clips showed Seif al-Islam wearing glasses and a beard, clothed in brown robes and a turban in the style of ethnic Tuaregs, a nomadic community that spans the desert border area of Niger, Mali, Libya, Algeria and Chad and long fought for his father's regime. In some, he was bundled onto an airplane that apparently carried him to Zintan.

"He looked tired. He had been lost in the desert for many days," said Abdul al-Salaam al-Wahissi, a Zintan fighter involved in the operation. "I think he lost his guide."

It was a dramatic turnabout for Seif al-Islam, who is the oldest of seven children of Moammar and Safiya Gadhafi. He had one older half brother, Mohammed.

He went underground after Tripoli fell to revolutionary forces in late August and was widely reported to have long been hiding in the besieged town of Bani Walid, issuing audio recordings to try to rally support for his father, but he escaped before it fell to revolutionary forces.

Word of the capture set off rejoicing in the streets of cities across the vast, oil-rich nation of just six million. Streets echoed with gunfire, from rifles but also the anti-aircraft cannon mounted on civilian pick-up trucks that became the abiding image of an eight-month civil war that ended with the ousted leader's death in his home town of Sirte.

"Finally we beat him, after all his pointing at us with his finger on television and threatening us," Waleed Fkainy, a militiaman on patrol in Tripoli, said of Seif al-Islam, whose image as a potential reformer of his father's eccentric one-man rule evaporated with his venomous response to the uprising.

BANGKOK ? The death toll from Thailand's worst flooding in more than half a century has passed 600.

The floods began in late July, fed by heavy monsoon rains and a series of tropical storms. The floodwaters swamped entire towns as they moved south through the country's central heartland to Bangkok and the Gulf of Thailand. More than two-thirds of the country's 77 provinces have been flooded during the four-month-long crisis.

The government said Sunday that the death toll has reached 602, the majority from drowning.

The situation has improved dramatically in recent days and cleanup has begun in many areas, though some still face weeks more under water. The government said 17 provinces remained flooded Sunday.
